Development is for Minor Industrial use of tow truck fleet storage and maintenance.
A surface parking lot may be allowed within the front setback area. Zoning Bylaw Section 2.130(5.1)
The stalls out front are part of a separate agreement with the City's Road Right of Way group. In other words, the stalls exist within the city road right of way, and the City has agreed to allow their use. Generally, this agreement takes the form of a License of Occupation, and needs to be renewed every five years.
The variance is for the area directly behind the fence. This area is supposed to be landscaped but the City has granted a variance allowing tow trucks and other vehicles to be parked behind the fence instead.
Any type of fleet storage, including that for tow trucks is considered a Minor Industrial Use under our new Bylaw (20001) which is why we called this a Minor Industrial Use.
