November 2024 Update

Hello fellow residents,

Since our August update to you (after hosting our Open House where we unveiled the Concept Design rendering and tabulated feedback) the committee completed Part 2 of our Business Case, along with 13 appendices. At the October meeting we received unanimous Board approval, and the documents were submitted October 14th to our Project Manager at the City of Edmonton. Our Business case then went through internal circulation at the City of Edmonton for review and feedback. We are pleased to report that after circulation there were no issues and we received sign-off from the City on November 12. We have also informed Edmonton Federation of Community Leagues of our progress, and they are extremely supportive.

In the interim, the Board completed all the outstanding work on our previously licensed area at Airways Park to receive sign-off from City of Edmonton Parks. We are very pleased to announce that a new Tripartite Agreement has been executed providing us with long anticipated access to our new Licensed Area adjacent to the playground.

Our next step is to apply for a matching grant in the amount of $400,000 through the Community League Infrastructure Program, under the City of Edmonton. The deadline for submission is February 2025.

We will then take a much-needed respite from the work we’ve been doing and commence with design work in the Spring of 2025.

Open House Update (August 2024)

The committee has been busy since providing a last update in March and we were excited to share the Concept Design rendering ,site plan and floor plan of the future Community centre with you at our Open House on Tuesday August 13. We had approximately 50 attendees during the two hour session. Michael Rivest , Architect and Director of the Edmonton office of HCMA Architecture + Design was on hand to answer numerous questions. For those that couldn’t attend the open house the renderings are included as well as the collected feedback and committee responses in the attached document.

August 2024 Update

The committee has been busy since providing a last update in March and we are excited to share the Concept Design rendering of the future Community centre with you.

We invite you to attend an open house to be held Tuesday August 13 from 6:35p.m. to 8:45 p.m. in Room 4 at Central Lions.  We will unveil the Concept rendering, floor plan and site plan and will welcome your comments.  On hand to answer questions will be Michael Rivest, architect, and Director of Edmonton office of HCMA Architecture + Design who we have contracted as our Prime Consultant in collaboration with Chandos Construction.

A recap of our main activities since March are as follows:

  • March 12 - Kick off meeting with our assigned City of Edmonton project manager. The project manager guides us through the completion of the Concept Phase of the Business Plan
  • April 09 – We completed our Functional Program and provided it to our prime consultant/architect HCMA Architecture + Design.
    • The Functional Program sets out the list of desired community activities ( which were collected from feedback to the summer ’23 community survey) as well as all the necessary spaces and size of the spaces required to host the various activities and as well as the frequency of the activities and/or events. The Functional Program also sets out the “initial” architectural data for all the rooms/spaces. This becomes the form of reference for HCMA when completing design work and assists in design layout.
  • April 25 – HCMA held a visioning workshop with the committee and the Prince Rupert Community League board members. The visioning workshop as well as the Functional Program were then utilized by HCMA to build initial concept design options.
  • June 21 – HCMA presented 5 initial floor plans and requested the committee to choose two of these with our comments/feedback. The committee members each evaluated the 5 designs independently and then met to discuss and vote on the two preferred.
  • July 4 – HCMA met with us to do a review of our comments and requested changes.
  • July 19 – The committee requested some final tweaks.
  • July 31- HCMA presents a final concept design which the committee approved.
  • August 2 – the Committee made a motion to the PRCL board to accept the committee recommendation on the concept design ( which was carried)  which we are presenting at the August 13 open house.

March 2024 Update

As of Feb 28th, our Business Case Part 1 Strategy was officially signed off by the Director of Neighborhood Services with approval to move into the Concept phase.  

The committee had a very productive virtual meeting on Tuesday March 12 with our City of Edmonton Project Manager Rachel. We are encouraged to have Rachel's support throughout this next phase.  She has worked with HCMA, the Prime Consultant that we recommended to the Board back in December and has high praise for them.

We are in the process of scheduling a meeting with HCMA for early April to work out a fee schedule and having them assist us with our Functional Program, which will also form the basis for an initial concept design of the building and assist in conversations with Central Lions for potential space.

We are anticipating a timeline of not more than 6 months, ideally 3 months to finalize the Concept Phase. We are excited to be moving forward and hope you all are as well.

Redevelopment Survey 2023

What We Heard Report

The Park Redevelopment committee has been examining the feedback collected from the Prince Rupert Centre Use Survey which was open from late July to August 20th.

Our sincerest thanks to those that completed the survey and who also provided some very constructive feedback.

The results are encouraging as we have recapped below.

Of the 136 responses received, 102 are in support of a Community Centre, 19 were indifferent, and 15 were opposed.

  • 41.2 % of respondents were in the 25-44 age group, however all age groups were adequately captioned.
  • 75.7% or 102 respondents were Community members., of the 34 respondents who were not members, 77.9% said they would become a member if the community had a centre.

On the question “How could you and/or your organization to which you belong utilize space in a proposed community centre?”

  • 43 responses were received and suggested uses ranged from: board meetings, small personal gatherings, as well as many activities not listed: ie book club, yoga

Centre Uses

All activities listed were generally supported with the most support were:

  • Warm up area
  • Picnic and BBQing
  • Communal garage/rummage sales
  • Enhancing the big bin event with a pancake breakfast
  • Charity outreach collection point
  • Movie nights

Activities not overly supported were:

  • Kid’s events
  • Jam sessions
  • Children Clothing exchanges
  • Separate kids Christmas party
  • Computer gaming nights

How Likely would you be to organizing or lead an activity or program:

  • 20 responses to likely and very likely
  • 39 were neutral.
  • Approximately half of respondents indicated that they were willing to volunteer at an event.

Additional Comments from Respondents

  • 38 respondents added comments…19 of those were very positive and supportive, 13 expressed some concerns over the ongoing operational costs, lack of volunteer base, better served to use existing alternative spaces.

Alternative space location

  • 56 would want it within a 5-minute walk from their residence.
  • 47 would want it within Prince Rupert boundaries.
  • 22 would want it within a 10-minute drive.
  • 30 indicated location of an alternate space would not be an issue.

Other Suggestions

27 suggestions were offered with 6 expressing concerns over a building.

Becoming Involved

42 respondents indicated that they would like to become more involved.

Draw

86 respondents entered the draw for the $150 prize and the winner was Lori Wolfe!

 

Prince Rupert Community Redevelopment of Old School Grounds Park Redevelopment Update

July 2023 Update

  • Unanimous approval was received via the PRCL Board at the May meeting for the Committee to proceed with Strategy Document submission and its investigative research.
  • Strategy Document submitted to City of Edmonton and is in the process of being reviewed.
  • Survey created and an associated flyer sent out mid-July to all households for a reply by August 20, 2023.
  • Committee is investigating Alternative spaces should a Community Centre not be supported.
  • Results of the Survey and Alternative space research will be presented to the Board in September to determine next steps.

April 2023 Update

A new Community building has been a desire and a goal of the community for many years and in the most recent surveys and community engagement 86% of respondents voted for a Community building, second to an updated Playground at 97%.

We are excited to inform the residents of Prince Rupert Community that a committee has been formed with a mandate to continue to Phase 2 of the Concept plan that was prepared on behalf of PRCL by EDA Planning and Urban Design back in 2019. With the successful completion of the Playground and Fitness area on the City parkland side of the site, we are now eagerly anticipating Phase 2, the construction of a small much needed Community Centre. The committee is currently working on producing a survey to gain feedback on what organized programs, activities, classes and events residents would like to have offered and which ones they would support.

The committee of eight enthusiastic and committed residents will be working in collaboration with the City of Edmonton every step of the way. The City of Edmonton has classified this as an extensive project, and we are required to follow the City Park and Facility Development Process. This City of Edmonton process will guide us every step of the way from the initial idea through to completion and operation. There are five phases to this process which include: Strategy, Concept, Design, Build and Operate. Embedded in the process are checkpoints to ensure we are ready to move to the next phase. We will be assisted in all five phases by our Neighborhood Resource Coordinator and other City staff that are assigned to our project.

We have completed our Strategy Phase and have presented it to the PRCL Board for their review and approval of the documents at the May membership meeting. Once approved we will submit to the City for their review and approval before moving on to the next phase.

2019 Update

The park redevelopment committee has been examining the feedback collected at the Public Engagement session we held at Queen Mary Park Community League on March 10th, and the subsequent survey. Our sincerest thanks to those that were able to attend the open house, or who provided feedback through the survey. EDA Planning + Urban Design, who the Community League contracted to produce the concept plans for park has examined the feedback received and has produced a report, which can be downloaded here.

The committee’s recommendations to EDA to produce a final concept plan will be ready on our website around May 26, 2019, and will be presented at the Annual General Meeting on June 2nd. We hope to see you in attendance!
